Slightly made Kenya easier

Added Kenya as well as three policies. Policies are:
Egyptian Pyramids (Egypt only)
Child Labor (this is also a dilemma but I thought it works well as a policy like in Democracy 3 Africa)
Foreign Aid Petitioning (also borrowed from Democracy 3 Africa)
