## GENERAL
- Updated to vanilla 1.4.4
- Free revocation for county tiers vassals for romans/islamic goverments rulers
- No longer possible to go hunting/organize a feast while fighting a war

## BUGFIX
- Rome is now properly theocratic and should not have the Pope become an hereditary position (Begone Calixte III)
- Realm tab government types window should accomodate all the different government types better
- Fix the non-transfer of vassal contracts when roman titles are passed over
- Fix to the Army Institution GUI display of vassals

## Roman Administration
- New 1081 basic bookmark centered on the Alexiad
- Removed domain limit bonus for Theme and Doukaton government type.

## Islamic Empire
- New Factional Influence system providing several types of bonus and maluses to the ruler depending on their influence within their respective institution as well as related events when their influence reaches a 100.
- New Ascendency system where Institution can gain influence and restrict council positions nomination on members of their respective institution
- New Fatimid Duchy tier Casus Belli to vassalize any title in the historical arabic empire and some parts of the Persian empire.

## General
- New COA for the Kingdom of Croatia following Vandalay's recommendation
- Fixed the 100 warscore from occupying a war enemy capital

## ROMAN ADMINISTRATION
- Added new tiered CB for imperial reconquests ranging from starting de-jure territory, the levant, egypt, italy, north africa and the rest of the old empire.
- Added new notifications for Popularity/Legitimacy increase/decrease
- Allowed Exarchates, king tier titles created by the Emperor to be distributed similarly to duchy tier titles in the related event.
- Added a limit to who can be commander under the emperor to lead his armies: potential landed strategos candidates must be relatively close geographically to the attacker's realm to be eligible as commander (ie no more south italy doux to lead the army in armenia)
- New government color for the government map mode

## ISLAMIC EMPIRES
- Removed Spouse council position, replaced by the Wazir, for Dawla muslim title holders
- New and shuffled council tasks for muslim councillors: Qadi with Integrate titles, Render justice (increases popular and vassal opinion) and Increase development ; Chancellor with Foreign affairs, Domestic affairs and Fabricate claim ; Steward with Tax collection, Promote cultures and Streamline bureaucracy (inactive for now, but should give more efficient, less expensive bureaucrats, get events to reduce permanent salaries, increases influence of Ishraf)
- Changed Vassal contracts: new Levy slider, similar to vanilla feudals; renaming of the Muslim Tax slider and new values (5, 10, 15, 20, 25, 30); Ushr, Mukus and Waqf moved to special checkbox contracts
- New events related to the yearly flooding of the Nile and the Fatimid procession associated to it as well as a province modifier to all provinces adjacent to the Nile, from the Delta to the Blue Nile
- Removed Fatimid starting cash malus

## GENERAL
- Tweaked AI building behaviour, it should build more vanilla buildings as well roads

- Added a new series of yearly event regarding the Flooding of the Nile and the accompanying ceremony for the holders of the kingdom of Egypt
- Added a new series of buildings: Madrasa that can be built by Islamic rulers (give a small county development bonus as well as a piety and prestige bonus to the ruler)
- Ulama decision recruitment now takes into account the presence of Madrasa in the recruiting character's realm to determine the quality of the ulama candidate
- Reduced some buildings fort levels by 1 in an effort to reduce the siege experience duration.

# Communication Efficiency
- Added a communication efficiency mechanic: counties distant from the capital get a malus to county Control based on their distance, terrain and buildings (Roads (new building) and Ports which decrease the malus). Enclaved counties (no path to the capital that does not involve going through someone else territory) have their Control decreased to 20.
- Added the Via Egnetia road network for the Romans (still more historical roads to be placed!)
# Roman Administration additions by Conchodebar
- Added a new Thermal Cure decision and events available to character geographically near Crius province (near Constantinople on the anatolian coast) and in poor health to visit the thermal sources of Pythia or Prusa
- Added a new Born in the Purple event triggered to children born...to the Basileus.
# Islamic Empires
- Added new government, Dawla government to represent the islamic centralized bureaucratic state. Clan government still exists and keeps its vanilla feature and is to be seen as something more akin to vanilla tribals.
- Added new vassal contracts for empire tier muslims and their duchy tier vassals: Kharaj right, Qadi right, Dynastic Inheritance, War Declaration right, Iqta and Thugur.
- Added new vassal contracts for islamic rulers in general: Muslim Taxation, Dhimmi Taxation (taxes available only to jewish/christian vassals)
- Replaced the Court Chaplain Councillor position for muslim into Qadi position. The convert task has been replaced by a new task "Render Local Justice" improving local county opinion
- Duchy tier vassals of a Dawla government ruler cannot name their own Qadi/Steward without the corresponding vassal contract law, instead a new decision to ask their liege to name a new official is available
- Added new mechanic for muslim clan and tribal government rulers: Asabiyya. Inspired by Ibn Khaldoun principle, it represents the bond of cohesion among humans in a group-forming community, it is social solidarity with an emphasis on unity, group consciousness, and a sense of shared purpose and social cohesion. Familiar in pre-islamic and islamic era, in game terms it provides various bonuses to rulers maintaining their Asabiyya strong (Skirmishers and light cavalry combat bonus, raid speed increase, vassal opinion and prestige gain). It is reduced when the realm_capital holding of a character is not of the Nomad type and can be increased through various traits or events.
- Added new Settlement type: Nomad Controlled Settlement, to represent local power by pastoral type of actors.
- When Asabiyya reaches 0, the character changes to a Dawla government.
- Added a new Empire title for the Fatimid with a new succession law similar to a vanilla heir designation
- Added a new decision for muslim ruler to recruit a learned character.
- Added a new decision for the Fatimid Imam to recruit military slave teenagers to be trained as slave soldiers.
- Added a new Institution and mechanic with Fatimid Army Regiments where their size and composition can be changed. Similar to Roman Tagma, those regiments should automatically join the Imam wars and spawn with troops according to their size/composition

- Removed vanilla Butr and Baranis culture, replaced by Iznagen (largely nomadic Berbers in Western Sahara), Iznaten (largely nomadic Berbers along the sahara's north edge and the mediterrannean coast), Masmuda (largely settled Berbers in southern Morocco and northern Western Sahara), Imuhaɣ (nomadic berbers of the Sahara and northern Sahel (tuareg) and Guanche (berber-ish people off the coast of morocco)
- All historical vanilla provinces have been changed to those new cultures
