New feature!
High elf factions won't be able to declare war on dark elf factions unless:
-A dark elf faction controls territory on Ulthuan (Every high elf faction can declare war on this one faction).
-The player is not an Order Aligned faction and they have a high enough imperium level (same requirement as unrestricting confederations).
-The faction is Tyrion, Teclis or Alith Anar

Alignment bonuses now only apply Order factions if they are:
-Reikland
-Couronne
-Kislev
-Eataine
-Order of Loremasters
-Kara-a-Karak
-Hexoatl
Since order factions are clumped together (and will confederate slowly) the alignment bonus stacked up very quickly when the player reached the required imperium level. This should negate some of this behaviour.
Alignment bonuses still apply to all non-order factions like before.

High elf default penalty decreased to -2
Tyrion and Eltharion decreased to to -1
Huntsmarshals expedition bonus changed to -1
Last defenders changed to -1 because they steamroll Lybaras too easily
Morathi gets +1 now and Ssildra Tor gets -1
Karaz-a-kara penalty decreased to -2 (Even with this they still beat Grimgor in my last campaign)
Kara Azul penalty is also decreased to -2 (Immediately appeared to help Grom out)
Grimgor buffed to +2 (untested but should help)
Wychwethly nerfed to -1
Broken changes and Clan Septik decreased by 1 (0 and 1 respectively) to help out Malekith

Fixed confederations being disabled for the player when they are a Order, Chaos and Unaligned factions

Tweaked logic for (hopefully) better multiplayer support.

Changed Last Defenders army limit to be inline with the other Major Lizardmen factions.
