All climate bonuses increase by 5
If you have double the food a province needs it will now enter an "Abundant" state and grant +3% more growth
Pops in extermination camps now consume 0 food, enslaved / work camp pops take 50% food, various other pops take less food (all greenskins and skaven only eat 80% food)

Update: 9 Jan, 2021 @ 10:31am

VCounts now have 2 pops. They still use Men as workers and to fuel their Ghoul and Vampire troops, but they now have Undead pops that appear whereever there is vampiric corruption. These Undead pops don't work but also don't have real growth, they just perpetually spawn and are used for Corpse and Ghost troops.

Nehekharans can't migrate anymore, but free Nehekharans will sprout out of the ground in any Tomb City. They don't use food either. Otherwise they're the same as any other race.

You can now move each UI panel anywhere using MCT options.

New Lore Friendly Climates support added.

Added support for Tier 4 Minor Settlements 2

Update: 7 Jan, 2021 @ 4:52am

Food mechanic added. Populations need food or they'll starve, reducing growth and increasing dissidents. You get some base food from climate, and then the rest must come from farms, ports, minor settlement buildings, and pastures.
You can export food from a province, this food will be evenly distributed amongst all provinces that are not exporting food.

Racial bonuses added. If you have enough of any given race in a settlement you'll gain a bonus, each race provides a different bonus.

Some balance changes, notably playable faction settlements start with higher population. Also a couple settlements around Naggaroth were set to spawn with Druuchi population instead of Skaven.
