  • Hostile habitables can now have Remote Outposts, Shanties and Scum-Hives.
  • AI can now better manage criminal unrest and dissidence.
  • Empires with criminal heritage can use a planetary decision to adopt competing criminal underworlds.
  • Empires with criminal heritage can now eject criminal Foreign Offices with a planetary decision, instead of needing to go to war.

  • Fixed potential duplication of modifiers on pops.
  • Fixed an issue where a Black Site in a system wasn't considered for use when dealing with separatists.
  • Improved ethics shifting on pops when becoming tribal, separatist or dissident.
  • Increased RNG of pop modifier addition and removal to make things slightly less predictable when dealing with tribes, separatists and dissidents.
  • Colonies that can't have State Superstructures should no longer tell you they're getting State Superstructures.
  • Crime and dissidence can now lead to colony revolt. Colonies in an empire with Criminal Heritage are immune from this.
  • Separatist empires forming from successful crime-backed revolt will have Criminal Heritage, and will automatically eject any criminal foreign office on their world. You ain't da Don of them anymore.
