Changed all Strategic Resource costs to 10 instead of 50.

Added 10 motes to the cost of Alloy Foundries.

Changed the order of operations to hopefully avoid planets getting more constructions than they should.

Halved the bonuses from Construction Complete deposits.

Halved the production from the Admin jobs.

Changed the fallback option for exploitation automation to be science or alloys, not just science.

Halved how much construction space each planet gets from planet size.

Added another parameter to Exploit check. The Major Colony in the system now requires 10 or more pops in addition to an upgraded capital building.

Made it more clear, in the edict, whether automation is on or not.

Added tooltips to decisions to show what the end result of the construction does.

Fixed missing loc for gestalt jobs.

Fixed something completely broken.

Replaced the vanilla +1 TV deposit with my own, so I can control the localisation for it, and so I can give gestalts something useful.

Moved some stuff from the Colony Admin job over to the Small Colonies deposit.

Fixed being able to build Minor Colonies in systems without a Major Colony.
