These events no longer trigger if someone is already a spectator

- Fixed 'Noir' not playing the ending music for laggy clients (The server now handles playing the noir music)

- Fixed 'Simon Says' giving bought weapons on the next round, there is now a notification when you try to buy a non-passive item when you aren't the leader
- 'Simon Says' now gives the leader a gun if they don't have one
- Fixed loosing karma during the free-for-all in 'Pistols at Dawn'
- 'Pistols at Dawn' now has clear notifications when it triggers, music, and a western movie effect with black bars and a yellow tint on the screen, for the duration of the showdown!

- The 'Noir' randomat now plays the jazz music for the whole round
- Fixed round end sounds from the win/lose sounds mod or 'Ending Flair' playing over the ending music of 'Noir'
