Fixed randomat base functions not being loaded

Major refactor to all base randomat functions, should run quicker now with less waiting for net messages and has much less chance to conflict with other mods

- Silenced the "Same filename" error shown in Gmod's "Problems" menu renaming the randomat SWEP file (Due to the way this mod is compatible with other randomat mods)
