Just a simple fstrong nerf. I'm confused on what I want to do with this move. Base knockback went from 8 >7 and 8.5 > 7.5 on both boxes. The top one being slightly stronger.

- hitting with a special tentacle will reset its cooldown after a 25 frame delay, instead of instantly

(found essentially an infinite which could carry people to the the blastzone when pressing the same special at a fixed rate i.e. wobbling. this change should prevent that from happening for now)

(A little bit easier to link multiple tentacles into eachother, but whiffing them means you are without a charge for longer)
