Fixed non 'wizard' wizards not showing their Wizard Level in the UI.
This fixes heroes like the Warlock Engineer and Loremaster of Hoeth.
Changed UI behaviour to show the Hero type (eg Master Engineer) for all characters, not just spellcasters.

Several improvements to the Wizard Level UI in the general's panel.
I no longer modify the dy_subtype UI Component and create a new component dy_wizard_level.
The ' - Wizard Level ' and ' - Rune Level ' text is now modifiable via loc. This should help with translations.
This change fixes an issue with Egrimm Van Horstmann in Mixu's LL2 where he could be unlocked from the start of a campaign by Warriors of Chaos.

Eltharion's Wizard Level 3 and higher skills will now be locked until he has the Talisman of Hoeth.

Stopped Mannfred getting a bonus loremaster spell because he already has two signature spells.

Slight changes to the way multi lore characters generate spells.
-Distribution of spells is more random for lower level multi lore casters (eg from Trubble's submods).
Fixed multi-lore loremasters not receiving a bonus spell from their primary lore.
Logging is now only enabled if the script debug activator is enabled.
