Can now choose 1-3 extra envoys instead of only 2.

Added missing curly brace } for the second policy. Surprised it worked without. :)

Made policy optional. Defaults to off, this includes AI.

Added English localization.

Renamed just about everything under the hood, may break existing saves? I dunno.
