Added a localization placeholder (English localization) for all other languages so you don't see asp_ancrel.4.name. I also added one event for the science stations, and also I am in the process of creating and testing changes with habitats.

After the tests, I double-checked the probability of occurrence - now events will try to appear every 4-7 times as soon as construction begins on the object.
