experimental changes lol

Buffs:

Up strong can actually kill (more knockback)
Neutral air does more damage
F strong can be moved out of sooner, does more knockback

Nerfs:

DOWN STRONG DOESN'T SEND STRAIGHT DOWN NOW
(might actually be buff?)
Down strong does less knockback
