Added rotate repairer loop (shortest distance) and fixed delay on fuel pipe spawning on ded server. Fixed some anim transitions not working on ded server.

Fixed AI controlled vehicles have no effect.
Added compatibility with ROS Plane repair.
Repairer uses the welding process now during the day as well.
