Fixed issue with salute not working on dedicated servers and for multiple players

Fixed major bug that prevented any other players from saluting once the AI unit has already performed action (now each player, with the correct rank requirements, will be able to salute AI separately)

added option for saluting with only one side instead of all friendly units
added option for saluting only with commissioned officers as this is tradition within the military
