Dev Notes:

For a long time, Señor struggled in the "meta" of popular WS characters due to his big body and relatively poor mobility. Consequently, his moves were incrementally buffed, patch-by-patch, until he achieved relative parity with some of the stronger characters, thereby becoming exactly what I wanted to avoid.

It is time for Señor to be knocked down a peg and receive some "honesty" adjustments, pushing him back closer to the mid-range balance level I would like to see more characters aim for.
