"Zenki and Goki" is now accessible only through project production, which is valid only if THIS city has the Governor Ran. Upon completion of the project, the capital will receive a "Zenki and Goki" unit. Can only be carried out once in a game, so DON'T produce it unless THIS city has already had Ran Yakumo.
