3.0 update.

Huge internal rework. There is now just one DRL weapon per tier that can be equipped into multiple slots. Previously there were several items, one item for each slot.
Added MCM support.
Added Prototype Armory / Covert Infiltration compatibility config.
Utility Slot DRLs now occupy two slots by default and no longer apply stat penalties.
If stat penalties are enabled, they are now correctly displayed by UI at all times.

Mod re-released. Changes from the old version:
- Complete internal rework. Now relies on Template Master to set up DRL templates.
- Scatter code removed. Now relies on the optional Scatter Mod to add scatter to DRLs.
- Thanks to new Highlander tech, no longer has to rely on the paired templates hack to make utility slot DRLs visible.
- Soldiers can now carry several DRLs at the same time in different slots.
- Set up a different upgrade path what Beam Grenade Launcher mod is active.
- DRL model now should always have correct rotation when discarded after firing.
