Small cosmetic update to the command room window.

Added a small draining hatch in the cargo bay. When the water level reaches a certain level, it'll automatically open, allowing the ballast pump to help assist in draining the room since the bilge pump takes a while to do it on its own.

- ACTUALLY changed the engine power from 2500 to 2250.

- Changed the drone to use shuttle batteries instead of regular ones since they don't break down every 5 seconds.

- Linked the medical fabricator to the medical cabinet.

Updated neutral ballast level.

- Moved the emergency shutter for the command room window to be inside the sub instead of outside. Should be easier for players and AI alike to fix it now.

- Lowered power cost on the engine from 2500 to 2250.

- Increased the health on the drone's glass from 50 to 100.

Fixed ID tags not working correctly.
