Fix an oversight where the mod wouldn't locally predict sound path changes leading to the sound being referenced not being up-to-date if the server doesn't have the mod installed.

Honking sounds are now predicted, that being, the client now plays the honk sound even before notifying the server of it happening, the server then verifies it.
This also allows a client to honk locally if the server doesn't have the mod.

It's now possible to disable honking altogether if you issue "globals.SetHonkingEnabled(false)` and vice versa for enabling it.

We now regenerate the static sound entity that plays the horn sound, if it gets destroyed.
