Attempt to fix event duplication;
Minor changes to emperor questlines - attempt to fix the duplicate infernal emperors

Initial release (0.1) of the events only version. No downgrade/upgrade mechanics except for the following:

- A Capital is eventually created from a City if there is none (in all its flavours);
- The King's Castle is eventually created from a regular Castle if there is none;
- An Academy of Higher Magic will eventually replace a Magical Library if there are none of the former.

I commented out most of the entries that use special terrains as triggers for this release.

This version includes most of the world progression events from CoE4's latest release of this mod (indie emperor -> godhood questline for example) updated to reflect the existence of the new 22 faction.
