Undid "Fixed the changing tool sound from playing when zooming in" because it mutes the whole games audio mb

Small Update Again:
- Made the in game options movable window from dragging the window top bar
- Made the in game options have a close button in the top right corner
- Organized code a bit
- Removed unused code

Small Update:

- Fixed the changing tool sound from playing when zooming in
- Made the in-game options nicer
- You can now move the window around by clicking the "Smooth Zoom" text at the top of the window
- You can now click off the window to get back to the game

Rewrote the whole mod so it should be easier to fix bugs, also tried to make the UI nicer
in game options
Added adjustable zoom with the scroll wheel
