SSL Chad Prework Rework Patch (Changes based on Oct 7 Patch)

Some Changes may look familiar to the rework

General:
Air Speed normalized to 3
//Worse than Base Cast, but it is fine he has Neutral to bypass this limiter

Chad Bomb
Endlag and Whifflag Separated
Hit endlag remains at 12
Whifflag [18 -> 30]
Wall Jump cancellable outside of hitpause

Dumbbell
Hitbox changed to be a regular hitbox instead of a sprite

Bair //Similar to Fors Bair, but only the strong hit +1 Active frame.
Removed sweet spot
Damage [4 -> 9]
BKB [5 -> 8]
BKS [.4 -> .9]
HPS [.35 -> .6]
X [-12 -> -16]
Y [-32 -> -40]
Start Up [6 -> 13]
Endlag [9 -> 8]
Damage [9 -> 13]
HP Scaling [.6 -> .25]

Fair
Less Hits, but more Damage //Same Damage as before just less annoying to get hit by

Fstrong //Turning into Kragg FSTRONG. Still goes offledge, but doesn't have the size and disjoint of kragg fstrong
2 anim frames added for start up
No Longer jump cancellable for movement

Uses Chad DE's portrait now instead of the older one
