Added additional special buildings, as well as multiple levels for some special buildings.
Added decisions for Greek characters on the coast of Asia Minor to attempt to regain their independence with other vassals in the region.
Added decisions for characters of Dorian, Ionian or Aeolian culture to unite the Ionian or Troadic coasts.
Added decisions for Athenian characters to attempt to reestablish the Athenian naval hegemony in various forms. Upon forming the Athenian empire, characters may reestablish the old Athenian tax districts.

Miscellaneous Changes
Bithynia is no longer formable by a child, someone at war or someone who is imprisoned.
Lakedaimon can only be formed by a character who has the Rhetra government or a character who is part of the two Spartan Royal dynasties and has a Hegemonic League government.
