Fixed the Fertilizer + 6 metal Scrap + Chemical recipe to make 3 gunpowder, now it properly have the chemical in the recipe

Added recipe to make gunpowder from Fertilizer + 6 metal scrap to make 1 gunpowder
Added recipe to make gunpowder from Fertilizer + 6 metal scrap + Chemical to make 3 gunpowder
Fixed the recipe for Low Cal Civilian, now it doesn't produce 40 ammo crates

1. ID change from "63101 and 63102" to "35001 and 35002"
2. Added salvaging recipe for other ammo types (low/hi cal mil/ranger) to 1 gunpowder
3. Changing item rarity, ammo press to epic, gunpowder to uncommon
4. Changing the "Blueprint_2_Products 40" to "Blueprint_2_Products 1" (Previously it leads to making 40 crates of full ammo instead of 1 box of 40 bullets)

Currently civilian ammo recipe still produces 40 crate of ammo.
