Updated reactor controller, should be less buggy and scram should be somewhat functional now, still highly recommend using with extreme caution

Alpha version of the sidewinder sub. Reactor control still a work in progress, known issues with the scram. some areas where water cant be drained and small quality of life features and items to be added over time aswell.
