Added secure diving suit lockers for VIPs and weapon holders in Armory, Temporary set the lower pump in Ballast A invulnerable to fix AI pathing. Set capacitor default charge rate to 50%

Fixed AI Waypoints in Ballast A (AI should no longer abandon diving suits in the ballast nor get stuck)
