Adjusted some settings.

Pulled over most settings from the og mod and updated what was missing. Hopefully it works. :D

Tinkered with outpost/lair/city spawn values. Spawn chance of outposts and cities now starts out close to vanilla and declines the deeper you venture into the sea.

Tinkered with map seed values to create a more engaging experience in the beginning, as well as logical progression throughout the game.
