Fixed a small issue with Monarchy Ideas not unlocking policies. Monarchy Ideas have had their id changed to Aristocracy Ideas, its policies work now and having a vanilla id will help future compatibility with Anbennar.

A small balance/readjustment patch.

Heroism now grants 0.1% yearly professionalism instead of 0.5%. In practice, the professionalism saved from recruiting mercs is more than enough to justify this.

Industrial now grants 7 artifice capacity instead of 5. The original intention was to be able to help push you to another increment of 10, but in practice 5 capacity often leaves you just a few points short and is functionally worthless. The idea was moved down the idea list to offset this buff.

Nationalism now grants 1 random development instead of 2 whenever a minority shrinks. In practice, getting 4 dev per large minority at no mana cost felt a little bit overtuned. I'll keep an eye on this idea, it's tricky getting it to feel balanced. Its localisation was also adjusted to make it easier on the eyes.

Artificery has a new idea that replaces their artillery vs fort buff. Now, instead of making sieges quicker, you get another artificer buff that reduces attrition and drill decay, making said sieges less costly and giving artificer nations a little more endurance.

These changes shouldn't cause issues with old saves.

The no-adjacent-fort rule has been changed, in that it's no longer a hard limitation. Rather than preventing a fort from being built, you will instead suffer a severe penalty to defensiveness and attrition on adjacent forts (values are subject to change). To keep things in line with previous versions, all exemptions still apply, so capitals and MT provinces can fortify without issue. This update shouldn't have any consequences on old saves. MT provinces will still be added to exemptions as I discover them.

Added another province to the list of exceptions for the no-adjacent-fort rule. Quartz Dwarves should be able to progress their MT without issues.

Small update where I fixed an issue with dwarven citadels not being added when building a level 8 fort.

Made some provinces exceptions to the no-adjacent-fort rule for Corintar's MT. Since I understand not everybody reads these changelogs, I've also gone ahead and added events to let people know when an exception applies to them.
