Made an exception for Aelnar not having access to Religious Ideas for their MT. Elven Supremacy and Religious ideas have been made mutually exclusive so their effects can't be stacked.

Did a little fine tuning with the white wall exception, and fixed a problem where a merc company wasn't originating where it was supposed to.

Added the White Walls of Castanor as an exception to forts being built adjacent to one another. You don't need to build them adjacent for MTs afaik, but Castanor has an optional reward for doing so.

After playtesting in the Serpentspine, I decided to go in and modify some of the pricechange events. Serpentspine Abundance now checks for 100 iron/copper provinces instead of 200, Artificiers Inventions now allows gnomish/kobold/goblin admin to substitute its technocracy requirement, and Mithril Abundance now checks for 10 mithril provinces instead of 15. This was done so that these events have reasonable parameters to meet.

Another update, another value corrected. I also playtested Decentralization Ideas and decided to change their penalty from autonomy change to yearly absolutism.
