For some reason (probably after 1.4.4) it stopped working, tried to fix it but I couldn't, so instead of making the particles themselves smaller (which Im pretty sure caused issues because the resolution wasn't the same), I just took the rain particles and made them about 80% transparent, which keeps the same resolution, and honestly I think it does a much better job than before.
