Minor Bug Fixes and Agent M aura fix

- Fixed an issue where being sent in hitstop during NSPECIAL would create multiple Blade Storms in that duration
(Usually does not happen; this is a fix for Workshop characters with hitstop gimmicks)

- Changed Chaos Distortion draw code to be compatible with 'Agent M' (by: SAI)
(Agent M has some workarounds for his unique turning mechanic; I just adjusted my code a bit to take those into account)
