Fixed issue with Sovereignty support.

• Added/Updated modded support for: Sovereignty, Mercenaries, Wish for the World, Cultural Diversity, Civ IV Traits, Ethnic Units, Enlightenment Era, Events.
  
• Ship of the Line is now replaced with the First Rate.
  
• Buffed Vicky's UA science bonus to 10% of other cities' Production
  
• Fixed an issue where Viregel's new city list for England was not being used (I think).
  
• Re-wrote various Lua for efficiency, particularly when CP is enabled.
  
• Re-wrote some text for clarity of effects.
  
• Elizabeth's UA may now be toggled off (mostly for CBP users who prefer CBP's Elizabeth)
  
• Elizabeth's UA now applies to all Naval Units (including Carriers and Submarines).
  
• Fixed missing Strategic View icon for the Grand Carrack.
  
• Removed the ExCE version of the EIC Decision (at least until Colonies are actually implemented.)
  
• EIC Decision now grants +1 Happiness, +2 Production, and +2 Culture on the EIC, in exchange for -2 Gold. However, it no longer has a Gold cost, insteading costing 2 Magistrates.
  
• Grand Carrack now earns +30% XP from Combat, instead of gaining the Supply promotion when next to a Great Admiral
  
• England UA changed to allow Naval Units to heal outside friendly borders during Golden Ages, instead of the XP bonus (movement bonus remains). Now there is no longer as much of a conflict between the UA and the UU (though a slight one remains to provide for a strategic choice).
  
• With the CP, England's UA will now apply immediately upon entering a Golden Age (instead of only a turn thereafter)
  
• The option to upgrade your Mounted Units into Landships for the 'Light Brigade' event will now only be available if you have enough Oil.
  
• Updated DoM text to reflect Elizabeth's surpassing of Vicky as Britain's longest ruling monarch.

• England is no longer deleted and replaced with a dummy England. This means occassionally the game may use the civ icon, but this is better than the problems associated with etc Especially with... her father... And will stop Elizabeth from appearing twice.
  
• Corrected the calculation behind the UA, which was originally giving 5% of the total production of all cities, rather than 5% of each city can into science
  
• Added ExCE (Assume control of the EIC turns all present colonies into regular cities) and YnAEMP v23 support
  
• Fixed missing World Event for EIC decision, and reduced the gold cost of this decision for without ExCE
  
• Updated MCIS support to the latest version, which should perform much better than before
