Abilities Revamp
• Added a special_ability_to_invalid_usage_flags table to define that naval unit abilities cannot be used on land.
• Created a new 'refill ammunition' ability for missile and artillery ships.
○ The original ability was modified by RoM for use by supply wagons, meaning that ammunition could be distributed to OTHER units, and further, I needed a new ability so that I can uniquely add it to the special_ability_to_invalid_usage_flags table. For modders, the ability I have used is a_mp_test_13.

Projectiles Tweaks
• Increased light siphon fire damage from 125 to 140, making them able to set small to medium ships alight in one shot.
• Increased medium siphon fire damage from 160 to 180, making them more able to set heavy ships alight in one shot.
○ These changes are to account for the buggy nature of using fireships in the first place. The original intention was for the player to use several fireships at a time, but in practice it is difficult to ensure they all fire. The AI will be more powerful though.
• Increased naval firebomb debris damage from 40 base, 20 ap, to 50 base, 25 ap damage.

• Improved on the strengths and weaknesses table (mentioned in previous change note).
• Fixed a bug where the Umbar flagship did not have the encourage ability.
