Very rushed update, might not be working as intended because they changed how starbase modules work with the release of orbital rings halfway through me testing these.

Added Iconia system to galaxy generation (test content).

Other Changes:
Completely revamped the weights for Variable Geometry, they're now more biased for eco-friendly empires, to match the theme of minimising harm to subspace as well as delay the situation where every AI has the tech and completely negates the space storm event galaxy wide. This is based entirely on my experience playing, as I much prefer the smug feeling I get knowing I've invested in the tech when I see other empires struggling with the storm.
(Specifically this applies to the Discovery tradition, Environmentalist civic and Idyllic Bloom civics. I may be willing to look into mod compatibility with this one, since I know there are a few tradition and civic mods out there that add more eco-conscious options.)
Added a whole bunch of prerequisites to the Particle Projector Cannon to offset the fact it renders some other weapons obsolete, there will probably be more balancing for this weapon in the future.
Refined some event details, getting better at handling them now and will try some more experimental implementations for unique techs in the future hopefully.

Sorry about the delay for this update, I ended up getting caught in a loop of experimenting with the new Unity system to see what interesting thematically matching techs I could implement, hopefully I will be able to return to actually concepting and implementing new techs more regularly now.

Other Changes:
Modified Space Storm event to ignore systems owned by empires with Variable Geometry, might cause some compatibility issues because editing vanilla events is painful.
I debated adding this because most of you who hate that event will probably have a mod to remove it entirely anyway, but it tied in with lore.
Changed Automated Translators modifier text to be more pleasant to read, occupational hazard of an editor.
Corrected a myriad of technology icons to be the right pixel size for displaying in the research menu properly.
Corrected ship designer icon for Phaser Emitter displaying II instead of III.
Corrected description of Universal Translators, the tech adds +3 First Contact Skill in addition to the previous +2 for a total of +5. Original description implied it provided +5 on its own.
