Hotfix for Arc Blade being half-assed because I wanted to squeeze it in the update

Also fixed rune G being able to charge while in Overdrive, and sped up the charge by a hair

AI tweaks because I'm insane

v1.3 Overdrive Update

+ Overdrive Meter and EX Skills (the rune attacks)
+ More precise hitboxes, less active frames
+ Updated sprites, portrait, and HUD
+ AI tweaks
+ New recolors
+ Further balanced attacks

The Overdrive patch is in! Actually had it working for a while but kept busy adding and adjusting other things, figured I should at least push this update before too long. Still need to program Rekkoha and Ranbu (sorry, no wild dancing yet). You can also look forward to unique portraits/backgrounds/victory themes for some skins, and possibly more unique sound effects as well.

Some more detailed notes:

+ Bair frames fixed to Fair frames (was 1 frame faster)
+ Dair spike sweetspot does not linger for the duration of the move
+ EX Dair tipper freezes grounded opponents
+ EX Nair: Arc Blade Wave, a spread of weak projectiles that can freeze grounded opponents
+ Nspecial, Fspecial, and Dspecial now share cooldown with their aerial versions
+ Drastically reduced projectile lifespans
+ Abyss Rune Buddy has been disabled for now while things are cleaned up

v1.2 An actual balance patch

+ Increased startup for the following: Fair, Bair, Uair, Dtilt, Uspecial, Fspecial / FS Air, Dspecial Air, and the appropriate runes
+ Rebalanced kill power all around (Dair is way less evil)
+ Decreased hitstun slightly for almost everything
+ Uair picks up from lower without being active for longer

The new frames for Uair look kinda bad but I've already been up for too long so I'll fix it later

+ Hitpause increased and scaled all around
+ Increased landing lag on aerials
+ Knockback scaling increased all around
+ Most attacks now have whifflag; you are more frame positive on-hit than a miss

These changes in particular should make dealing with Omega easier without significantly slowing down the character. Players will have to be more precise with their combos while opponents will have more time to react to being attacked.

Also:

+ Abyss Rune Buddy support
+ Dstrong has separate hitboxes for aerial and grounded opponents
+ AI updated

+ Permatrails button combo has been changed to Parry + Special to avoid conflict with Rune Buddy inputs

+ Dspecial and DS Air - added hitpause (whoops)
+ Tilts - all tilts now have brief cooldowns to reduce spam
+ Nspecial animation updated
+ Rune E (Shoenzan) - projectile correction
+ Taunt sprite corrected (I knew it was wrong but it looked fine and I was lazy)

+ Permanent Dash Trails - press Taunt during round start to activate Swag Permatrail Mode

+ AI updated - He is very mean. Still SDs sometimes but should be more situational to you dying too

+ Sprite stuff - smoothed animations, re-centered transitions, added effects, etc
+ Hitbox stuff - more precise hitboxes all around (Uair is still a bit generous)
+ Dtilt - added short range blade beam. Always intended to add this, was just lazy
+ Strongs - added cooldowns to Fstrong and Ustrong (lol)
+ Dstrong - added hit lockout; still combos into rubble at low%, sets up better at high%
+ Fspecial - slight nerf to kill power for both the slash and the projectile, and fixed B rune to match default frame data
+ Runes E and F - Flame Ustrong and Ice Dtilt, respectively

+ Grape victory screen as per the Rivals standard
