Major Rebalance

Removed the auxiliary engine and reduced max speed.
Darastically reduced max crate storage and removed the refrigerated crate storages from the Garden.
Replaced the Garden with a Crew Quarters
Removed all windows except the ones in the command room and Dive Preperation Bay.
Increased pump flow in the Dive Preperation Bay by 50. (100->150)
Removed the medal from the captains secure locker.
