small timetable changes to avoid conflicts and unnecessary delays

Update to fix a few track issues, add a couple of sidings and update entire timetable to that of the exact timetable as at mid March 2022. A few track speeds are not what they should be, but in order to maintain exact timetables, i had to allow for this.
Penalties removed owing to bunching up of actual timetables in places and trains bank up. Not fair on user to incur penalties when software has limitations.
Note: Ashburton sidings not actually used in peak, but used here to for the sake of getting a couple of services to Alamein on time.

Made small change after recent hotfix

Melbourne's eastern lines from Burnley to Box Hill, Alamein and Glen Waverley.
This starts at 7:50am and runs for 2 hours at peak. Last train starts at 9:30.
Timetable is tight in places but doable.
