2023/11/24 - Stop AI from replacing their citadel with a coastal hamlet (thanks to Hebrux)

Changes from Osmo's mod:

* Restrict AI placement of constructions, prevent the AI to replace their capital building
* Add more constructions like farms, costal hamlets, temples, libraries and more!
* Allow mountain tiles to be dug into iron mines
* Upgrade mechanic for mines
