Updated first level alloy foundries and consumer factories to match vanilla buildings.

Updated code to better match updated vanilla code for alloy foundries and civilian factories (was missing a modifier that prevented industrial buildings from being built on crucible colonies, for example). Now, only line that is different between vanilla code and this mod's is the base_cap_amount, which limits the amount of industrial buildings able to be built.
