Update 1.7.4f.1, Minor countries with high stability will prefer a civil war on "Very Low Influence" event: Fixed.
Countries will never get "very Low Influence" event until they're ruling party popuplarity and influence is less than other 3 parties: Fixed.

Update 1.6, ai now have basic logic to take decisions. Removed "multi-granting-influence" possibility, so you and the ai cannot spam 4 decisions at once.
