small (?) rework of this Mod
* reworked Stat gains, should be more mild and reduced some cliffs
* reworked Perk gains
* upgraded damage of some of the weaker Factions
* added TLM configs. Factions will have a small chance on getting Ammo and/or a Weapon Upgrade
* added Geth and MTF support
