Minor patch to remove the Coilgun and Double Coilgun's lingering "coil whine" after each shot due to somewhat popular demand.

Unless I completely mis-interpreted what they meant, in which case I guess I die.

The Railgun should now only fit on large hardpoints, like in vanilla.
It also shouldn't replace itself with a small one like it used to.

Reduced the length of the Chaingun's audio clips so it doesn't run out of audio channels every few shots and sound funny.
