- Override 00_starbase_types to allow AI to be more flexible on their starbase designs
- Fixed the AI not upgrading their Starbase (This issue was due to the fact the AI was very limited on how it can build some vanilla modules and buildings and rendering it unable to reach the peak capacity of the starbase for an upgrade.)
