Instead, align all orbital station to default location as system starbase to prevent show in same location as official orbital.

After thinking, a spaceport is also needed for pc_habitat by some role play story, so use a if else judge to let orbital station of pc_habitat have different location than normal planet.

So now pc_habitat can have spaceport building and orbital station again.
