Fixed Railgun power not being repaired by NPCs

Changed Diving Suit Lockers to REFILL OXYGEN TANKS! EPIC!!

Had to fix the drop pod name -- got changed back to normal.

Fixed NPC pathing for Drop Pod
(NPCs grab diving suits to repair the drop pod because of the outside water that surrounds the pod)

Fixed Railgun racks for new UPDATE!! Happy 3 years <3

Made it so you can recharge the drop pod.

Fixed wiring for Medical Fab. and research station. Somehow forgot to wire those.

Forgot to wire stuff, should be good now.

Sprite Updates

Updated ballast flora removal device and sprite fixes. Ballast flora drain lever works properly now, draining and then shutting off power.
