Changed Voice of El to have 'Free' variants that replace the semistupid tag with localleadership 1 (except in Angels, which just lost the semistupid tag)

Added altered Angels, Harbingers, Arch Angels, Seraphs, and Ophanim as recruitable in Bronze Castles.
100, 90, 40, 40, 5% each turn respectively. Only the Ophanim count as mercs.
Prices we kinda just thrown out there. The latter three are over 200 gold and 20 iron a piece. Taking suggestions for balance.

If this blows up, I'll look into changing the prices for each faction to use their special resources and to make them more balanced. Maybe.

Only works on non modded factions.
