  • You can no longer turn a habitable hostile, asteroid or cloud city into an ecumenopolis.
  • Gas Giant cloud cities are now a decent alternative to one though, as they start with all building slots unlocked, and a hefty pop growth rate bonus and job production bonus. They also now have a hefty pop upkeep penalty.
  • Asteroid and Barren habitables have also had their base planet modifiers rebalanced, due to their availability when not having a hostile origin.
  • Nerfed Basic Quarters so it isn't better than Luxury Residences.
