Spain now has trains

Fixed some chinese and soviet cruisers according to the guy that basically tells me stuff about ships...

1. Added even more of the ship sprites from Lamps equipment icon mod to the game, so that you can actually choose the sprites for both CL's and CA's.

2. Dalmacija class "light cruiser" from Yugoslavia is now more accurate.

Replacing and Adding new modules now cost 2 naval XP instead of 3.

Tromp Class light cruisers (Netherlands) have the interwar cruiser hull instead of Improved.

Fixed a few missing localisation entries.

Heavy Cruisers now do equal amounts of light and heavy attack (halved the OG heavy attack) and have the same penetration values for both light and Heavy attack.

Medium-Long cruising range for cruiser conversion and light carriers has been fixed to have the correct amount of percentage IC cost.

1. Spotter planes now add a small percentage buff to both light and heavy attack to reflect their fire control assistance capabilities and encourage their use in designs. there're 3 variants of spotter planes, the first one and two upgrades, this provides a 5/6/7.5 % increase to the aforementioned values, respectively.

2. Fixed mine laying rails and minesweeping modules in both cruisers and destroyers being their own categories with a hideous pink/purple question mark icon rather than the mine warfare category with a proper icon.

3. Added the sprites for the Deutschland Klasse panzerschiffe, Deutschland Klasse pre-dreadnought, and Wesser Klasse (CA hull conversion to CV) from Lamps equipment icon mod for Germany. If you're using this mod already you can manually choose the sprites for your ships after researching the required techs, but not for the aforementioned ships, hence this quality of life fix.
