Gave the move a 30 frame cooldown

Taunt:
Uses crouch hurtbox now

* It's so that the opponent can punish it easier.

* Main thing about this patch was to make Jetie's tilts actually usable and nerf some of his stupider stuff

Basically a lot of animations have been updated, to be less stiff all-around
